Private Pilot Licence (in the United States, a certificate)
permits the holder to operate an aircraft, initially only under visual flight rules.
Pilot certification in the U.S. is under the authority of the
Federal Aviation Administration
(FAA).
The private pilot certificate is the certificate held by the majority of active pilots.
It allows command of any aircraft (subject to appropriate ratings) for any
non-commercial purpose, and gives limited authority to fly under visual flight
rules (VFR).
Medical
Private pilot operations require a
Third-Class Medical Certificate.
It expires at the end of:

The 36th month after the month of the date of the examination shown on the
certificate if the person has not reached his or her 40th birthday on or before
the date of examination, or
-
The 24th month after the month of the date of examination shown on the certificate
if the person has reached his or her 40th birthday on or before the date of examination.

The FAA Knowledge Test can be done in Germany for instance at CATS
(Computer Assisted Testing Service)

To be registrated you need an endorsement from a CFI, who
has given the Ground training to you, which is required according to
paragraph 61.105(b), and who has prepared you for the
required knowledge test.

The registration fee is now EURO 190.00.
